Alicia Kozak Kozakiewicz

Alicia Kozak is the survivor of the first known internet-related child abduction in 2002, when she was just 13 years old. Ever since, she has dedicated her life to protecting children and families from internet crime. Alicia is the driving force behind Alicia’s Law and continues to be recognized for her speaking, online safety expertise, and advocacy.

About Alicia Kozak

At 13, Alicia “Kozak” Kozakiewicz became one of the first widely reported child victims of an internet-facilitated abduction.

She was kidnapped in 2002 outside of her Pittsburgh, Pennsylvania, home after having been groomed online and lured by an internet predator. She was held captive in a basement dungeon, and her assault and sexual abuse were livestreamed. A viewer recognized Alicia from a missing persons poster and reported it, leading to an eventual rescue by the FBI.

Alicia survived this nightmare, one we hear about in true crime now but was unheard of at the time. Alicia took time to heal and engage in counseling before making a decision that would define the rest of her life: Alicia began speaking publicly about her experience to protect other children and families. At age 14, she began working with law enforcement, legislatures, and schools to sound the alarm on possible dangers of the Internet and technology. She studied criminology and holds a Master’s in Forensic Psychology.

For more than 20 years, Alicia has led the charge in preventing internet crimes against children.


Instead of disappearing into the shadows of a tragedy, Alicia did the deeply inconvenient thing for predators everywhere: she grew up, learned the system, educated herself, built a platform to speak out, and made child protection her life’s work.

  • Alicia Kozakiewicz works to secure the passage of her namesake, Alicia's Law, in all 50 states. Due to a lack of dedicated federal resources, less than two percent of known child exploitation cases are being investigated. Alicia's Law provides a dedicated steady stream of state-specific funding to the Internet Crimes Against Children (ICAC) Task Forces. 

    By creating a new revenue stream, Alicia's Law builds permanent capacity for child rescue teams, revenue that will not fall victim to yearly fights over or cuts to the general budget. Alicia's Law focuses on securing state funding for the Internet Crimes Against Children (ICAC) task forces, a network of 61 task forces that makes up the backbone of U.S. capacity to fight child exploitation.

  • After becoming the victim of an Internet luring and abduction, and following a miraculous rescue by the FBI, Alicia created The Alicia Project, a platform for Internet safety and awareness education. 

    Her mission: Promote Internet safety and child safety awareness education, advocate for missing and recovered persons, battle against child sexual exploitation and human trafficking.
